First you need to cut the toes off. The last bone in the toe the claw is attached. Take a scalpel or small sharp knife and cut through the joint of the first and second bones. The first bone being the one the claw is on.Do this to all of them. Freeze them but not where they stick together. It takes time to clean them thats why you need to do that. Take one claw at a time let unthaw and start trimming the skin and ligaments and other tissue off. You may notice when it drys a little its easier to trim but it can get to dry so you may need to soak it in some hot water a few minutes. Just keep trimming until you have clean bone. Please note the toes can rot and the claw will slide off and it will stink badly. Dont use bugs on claws as they will eat the claw but not the bone. Its going to take some time doing this.
    Hope this helps
P.S. A Xacto knife might work for you. When trimming run the knife blade parallel to the bone and hold it by the claw when you do it. NEVER EVER Pull a knife towards you.

sounds easy enough...I found a decomposing bear carcass and salvaged a few toes but they were pretty much claw and bone by the time I found them, then this spring hunt my friends got two bears and saved the feet off of one of them. So I'll clean the toes on that one.
