Wonder if anyone knows if the 2015 base model is prewired for easier installation of a cruise control switch.

You should be able to take the lower half of the steering column off and look at the connector under the wheel for the wireing. Check the rostra pdf online and see if you have all the wires there. Or pull your glove box and check the pins on the ecm against the rostra pdf.
