LOL, love this...brakes on, tire has tread / brakes off, no tread. Maybe that's why it's hard to adjust

to tighten the cable, you will want to loosen the bold on the y-hanger and pull the cable tighter.

To center the brakes, it is easiest to understand how those brakes work. There are springs under the allen bolts that connect the brakes to the frame. To adjust the tension in the springs, you should slightly loosen the allen bolt and tighten the flat surfaces that are around the allen bolt with a wrench. Before you loosen the allen bolt, you will want to have the wrench on those flat faces.

If you are having difficulty, check to see if the brake pads are too worn and if any of the brake housing is cracked. You should probably also oil your brake cables while you are working on your bike.

I've always called these "side pull brakes."

to adjust these, you just have to twist the brake around to center. If it won't stay centered, loosen the bolt behind the frame, center the brake, retighten bolt behind frame.

Agreed. These are easy to adjust once you get the side to side spring tension even. Until that happens, it'll always pull one side more and often end up dragging on the rim.

x2 for everything said uyp there^^^ plus also remember that these cables can stretch/go elastic over time so may need to be replaced. I have also heard that you should keep the plastic outer 'sleeve' clean - but I don't know why.
