Advise needed for bird problem

With him, it wasn't necessarily the contraband itself, but how one responded to questions when being stopped if doing something stupid... For example, he had no tolerance for street racers, and when he caught them, he would literally throw the book at them, have the vehicle impounded, and essentially they (the vehicles) were forfeited, since the offenders couldn't provide the paperwork required to prove their mods were safe for travel on public highways or acquired through legal means. Hell, he caught the same kid three times, and the kid lost the car each and every time...

It wasn't that a modded car was being driven on the street. It was that a modded car was being raced on the street, endangering the public.
