    I don't know, but I found this:
    http://4runnerclub.com/i/4r_files/f...7toyrm/07toypdf/07rmsour/4runnerr/0440031.pdf

    Which says, "
The center airbag sensor assembly circuit consists of the center airbag sensor assembly, safing sensor,
drive circuit, diagnosis circuit and ignition control, etc.
It receives signals from the airbag sensor, judges whether or not the SRS must be activated, and detects
    diagnosis system malfunction.
DTC B1100/31 is recorded when a malfunction is detected in the center airbag sensor assembly circuit."

Maybe you can make some progress from that.

    Good luck.

Question: Have you been through any mud lately?
If so, as a suggestion, disconnect the negative cable from the battery, then check/ clean the sensors on the inside frame rails towards the front... mine are yellow. That may be causing some issues, dunno.

If you need pics of the actual air bag assembly, I have a few as I just replaced my steering wheel on Sunday.

    Let me know.

    Hmmm, doesn't make sense.

After work, I'll get you the pics I have... not much to the airbag assembly.

B0133 is passenger Seat Belts Pre-Tensioner problem, dealer wants to replace new seat belt assembly which cost around $450.00.
However, you can sen it to airbag repair shop which cost only $65.00.
Remember, when you replace or remove seat belt disconnect battery for at seat 3 minutes
