For all that were a part of this:

Thanks for the input and I will update the thread with what the shop says once I talk to them.

I too had my steering rack replaced this past week. Got a call from my mechanic who told me during his test drive the airbag light was on and a clicking sound was coming from the steering wheel. He suspected that the clock spring was damaged during the rack replacement and he was replacing it at his expense.
Once the part was replaced, the light was off and the clicking went away. I guess this is a common byproduct if you’re not careful when working on the steering system.

So I went by the shop and they determined that the clock spring had failed by using a scanner. The repair will be free of charge!
I also asked if they disconnected the battery and secured the steering wheel during the repair and they said they always do.

Rock Auto steering rack that I installed:
    https://www.rockauto.com/en/moreinfo.php?pk=13067317&cc=1432865&pt=7388&jsn=408

The work all started because of the crappy bushings (see image) on this cheap rack I installed were throwing out the alignment. Originally they were going to replace just the rack bushings but they said it's an oddball an that OEM replacement Toyota bushings won't even fit.

Short story long at the end of the visit they said that it probably failed because of whoever (me) installed the rack before had pulled the steering wheel over too far? This is a confusing statement to me.

    Thanks everyone for the discussion!

If you had no issues with your horn and air bags light after your own repair attempt, it was not because of you.

I would not push the issue. They gonna fix it, so no sense trying to place blame. ( We know it wasn't you).
