Airbag light won't come on

guys i need help. my airbag light on my instrument cluster won't turn on at all. pulled the cluster out to make sure all connections were good and it seemed alright. pulled the little bulb out tested it and it working properly. checked power at the module with a test light and its good. checked all fuses and they all are in good working order as well. help me please i need to pass state patrol inspection

 

Same problem, 1995 4x4. Have no idea what to do as I've taken it to Toyota and they ran some tests, said they can't get some part, and sent me on my way, free of charge.
