the inner diameter of the sleeve would be just more than a fully deflated outer diameter of the tire, also there would/could be barbs on the inside of the sleeve to bite into the outside of the tire, and that plus the larger diameter of the inflated tire would keep the sleeve in place

i.e. all construction workers wear high-vis colors and safety glasses and hard hats. all electricians have a bag full of klein tools and tool belt that is ridiculously over sized. all librarians wear glasses, all lunch room ladies wear aprons, but not every hero wears a cape...

You won't get a safe setup with that. You're going to run this risk of the outer sleeve slipping on the original tire. Barbs would cause damage to the inner tire. You have to have a full proof way of keeping the outer in the exact same position as the inner. The only way I see to do that is modify the rim for a sleeve but then you're probably going to require folks to purchase new rims.

no of course not, they are just good at building prototypes and then refining that to a finished product through trial and error of said prototypes

You're trying to get me to take part in an idea I have no knowledge or experience in. An idea that seemingly has no background research other than a single thought for it.

have you ever had tires before? sounds like experience to me, have you ever used an air compressor?
a little thought happened this morning about 6:45 granted it was pre-caffeinated

And yet you claim you chose me because I'm an engineer? Plenty have had the aforementioned experiences you just listed

Because I'm expecting this to go like this...

You spit out an idea at me, seemingly because you know I reply when I am tagged our quoted.

I don't like the idea and provide reasoning behind that.

You pester me or toss insults because I didn't jump on your crazy train to participate for months on end.

I speak from experience on this, so why should I have shown gratitude, especially when my degree/education was stereotyped?

I feel like that was a good stereotype though. like it's the same as a body builder getting made because I assumed he/she was strong...

also did you see that I broke 11 hours of viewed content for last month #ifitfitzitbakesftw

also also do you have any solution for the sleeve that would not require new rims?

also also also I think I'm sorry about something if that helps

No need to say sorry, but I would say you need to look elsewhere for solutions or advice. I would start with Google, I bet this idea has been thought or discussed before. It seems like a pointless endeavor with such a small target market anyways.

I checked for stuff like "tread glove" tire glove" "tire sleeve" etc with nothing to speak of turning up. I kinda thought there would be a pretty decent market like say 10% of vehicle owners (more really if you include people who live where weather is inclement for months). like you don't see where if you could have paid $150-$200 to save all those miles on you tread to moab it would have been worth it? even more so not putting up with road noise from mud tires?

I see your "tread cover" having a very low mileage rating compared to the standard tire. The cost per mile wouldn't be worth it when you are asking for 1/4 the price of tires for probably 1/4 or less the life span. Also, folks who buy mud tires and complain about the noise need to get their head out of their ass and realize they purchased mud tires. If the noise was a major issue it would be more cost efficient to buy sound deadening for the vehicle.

right I assumed a tread life of 3-5k and again mud tire noise is tolerable for most for like an hour but a cross country trip that you take 1 a year or every other year, when you drive on the highway for 12 hours a day, could see the benefits if executed correctly

So you want me to spend 200$ to do 1 cross country trip, to save 1/10 the life of my tire. Assuming 4k mile trip, 40000 mile rated mud tire, and tire sleeves rated for 4k miles. When those 40000 mile tires cost me 1k, you save 1/10 of the tire life for 200$ which is 1/5 of the price of the tires...
