The OEM rims on my '03 PreRunner are looking dull. They are the aluminum rims like the one pictured below. I took some Flitz metal polish and with some elbow grease they cleaned up nicely. Microfiber cloth was gray/black afterwards.
I'm considering using something stronger, but wasn't sure if these are painted rims with a clear coat or aluminum alloy rims or both??
    Appreciate your help and suggestions.

I'd guess they have a clear coat and paint. I recently stripped some spraypaint off 4runner 5 spoke alloy wheels, it stripped through the original finish as well.

Painted mine metallic gray... the original wheels were chipping and peeling.

Below is a pic of my rim. You can see where it's discolored on the high spots. I don't think that's clear coat coming off, but I could be wrong. Maybe that's the paint wearing down to the original finish?

Yeah, looks like it's wearing through the original finish. Maybe just a layer of paint, no clear.

Pretty sure they are painted and then clear coated. I stripped mine a few years ago because they were chipped and peeling. I repainted them graphite grey.

Thoes rims are painted and clear coated. So you are cleaning clear coat. Brake dust is the problem. Spray on rim cleaners work well for cutting through the brake dust. Spray on and scrub with a wheel brush. Don't use a steel brush or scotch brite pads, they will dull the clear coat. Mr. Clean eraser works well too.
