Other things off the top of my head, maybe get a little wire brush to clean the dirt out of the exposed threads before you soak and if the nuts start to become harder to get off as you go, try tightening and loosening them back and forth and work them off that way, also, be prepared to possiblely shave down the width of the new shock bushings and/or widen the lower mounts some to fit the new shocks in, sometimes you can push the shock sideways into the mount, and use a block of wood and a hammer to tap in the rest of the way in. By tapping I mean the rounded part of the new shock that encompasses the lower bushing, not beating on the rest of the shock. A torque wrench would be needed too, to ensure that you have the correct foot pounds on the bolts, it should say in the shock instructions what is the correct number.

As long as the threads on the bolts are not damaged, I.E. stripped and the bolts themselves are not bent, you can reuse them. If not, an auto parts store may have some or if not a hardware store, i would bring the old ones in to get a matching set.

im talkin about the rest of the hardware, not just the bolt that goes through the shock, it looked like there was some washers on there (watched a video) and bushing...im guessing i need new ones of those too...silly me thought they were in the shock,i didnt know they were above and below the bracket.

Lining up the holes on the lower mounts will take some finagaling if the shocks don't slip right in, using your wood block and hammer, tap the side of the shock mount to get it as close as you can, then if the bolts don't slide right in, tap them gently with the hammer, don't force it too hard, you don't want to damage the threads, also, if you use the old bolts, clean the threads real purty with the wire brush and hit em with just a spritz of WD-40 before you put the nuts on. Take your time with it.

Yeah, go ahead an reuse the washers too, as long as they are not bent you should be fine, you may want to take off just one side first so you can reference the other side as to what order the washers and nuts go together

For as cheap as hardware is, i would just replace it to guarantee you don't have any issues.
