    Get to know a few of your game wardens. If you find a cool one they can usually recommend somewhere on public land to shoot as long as you don't trash it and leave a bunch of full clays lying around. We had one who would just tell us to pick up our shells and walk the field when we were done and shoot anything on the ground that was half a clay or larger.
