    Type of lift?
If it is a spacer on top of the front strut assembly It is preloading the springs making them stiffer.

A coilover setup from icon would help on the dirt roads, and matching rear shocks. Ditch the spacers in the rear for a quality add a leaf, or better yet a new leaf pack.

What's your air pressure, are the LT tires?

If you can, get the Icons with the CDC reservoir so you can adjust ride by turning a knob. For the rear stay away from single leaf aal's and get the 3 leaf progressive aal from wheelers or icon.

Weird, my '14 OR I just picked up has these Blue/ Yellow OEM Billies, and it rides like a Buick. The '14 PreRunner I traded for it was a base, and was stiff.

    Bunch of stuff
Keep in mind with the Icons they are little bumpy when you're going slow but when you are speeding up down backroads they are amazing! They soak up a lot of stuff. I have icon coilovers up front and the 2.0 reservoirs in the rear with the Dakar leaf pack. I agree with amo cat3 about the add-a-leafs but also remember that if you want weight capacity in the back if you're loading anything back there like dirtbikes, or camping gear, or anything heavy, those add a leafs aren't gonna do so great for ya. I had the icon 3leaf AAL and it sagged pretty badly when I put a good amount of weight back there. Also the whole new leaf pack doesn't cost a whole lot more in the grand scheme of things. If you want good leafs that will hold good weight without sagging check out OME Dakars or All pro has a couple good leaf packs. I hold a good amount of weight in the bed when I camp and I can't tell you how phenomenal the leafs were for me. I just did a 3200 mile trip from LA to Denver and through Wyoming and back with 600 lbs in the bed at all times and had no problems. Sorry for the huge response haha but just giving my 2 cents and trying to give you options. Good luck!

It's the spacer lift, and if he's been bombing down dirt roads his shocks are likely toast.
