OP.....the guy has been located.

Now, have papers served to him for an appearance in Small Claims Court. As I said before, this is likely the only path to get restitution. Have all your documents for court. Emails, test message, cell phone records, copy of the sales Ad, proof of payment, anything and everything related to this transaction from the beginning.

Don't dink around with his employment. If he loses his job, then how can he repay?????

Plus it may provide grounds for a countersuit based on harassment.

 

Maybe he managed to steal the tires from there and sold them to one person and scammed the other. Then took off

 

Maybe he's legitimately in the ER.
