Anyone smart with programming scanners? HELP!

    So I got a uniden bearcat BC 346XT handheld scanner for Christmas, but I have no idea how to program it. I know the frequencies and I think I entered them correctly, but all I get is static. I've read just about everything for this scanner and it only made me more confused on how to program it. Any ideas or help?
