To my knowledge we must mark the configuration that is in front of us for the transfer, a lower with no upper is an other, doesn’t matter if it’s pistol brace, stock, bare buffer tube, no buffer tube.
And of course born a rifle always a rifle is applicable also, so theoretically if you bought a used stripped lower that started life as a rifle lower it would be illegal, but there would be a lot of digging to find that.

if it comes into our shop as a receiver, that’s what it gets entered into the bound book as and that’s what gets marked on the 4473

I have no way of backtracking to see it’s original configuration if used

    Same crap everyone else got
So then it will be transfered to the new owner as a receiver/other and that will become it's new life regardless of it's first configuration right?

10-4, just was curious bc any used lower I've gotten from out of state that had to be transferred to me always was transferred as other. And I like the FFL have no idea what it started life as.

Only way I would see a ffl as marking it rifle is if it has a stock attached.

I may come back and put some black streaks in there. It blends good with the foliage around here.

I got a BCM blem complete lower with a stock from a local shop. I had to email them and ask them what they marked it as when they sold it to me b/c I couldn't remember. He said he always transfers things like that as other unless it came with a stock attached to an upper (complete rifle). Obviously every FFL is different. My other one I use for my out of state transfers always makes it a point to tell me it was transferred to me as "other" just in case I want to make it a pistol. It led me to believe it was pretty much the standard for the ffl to do this b/c they know it could be built into a pistol.

Every FFL should be the same…there are rules that have to be followed when entering the firearm, frame, or receiver etc into the bound book and if they’re marking a receiver as anything but…that’s a problem with their record keeping

I remember reading a story on ar15.com about a guy who was super pissed his FFL would only transfer his new stripped lower to him as a rifle. All the advise given to the guy was to just find a new FFL next time.
