Research in building your own. I just got building one for just a hair over 800 bucks and that includes a precision stainless barrel, one piece hand guards and mbus. I could've gone a lot cheaper too if I was absolutely budget conscious. My next build will use an 80% lower with a budget goal of around 600 bucks.

A few additions to make me feel cool.
X2. First step would be to go ahead and pickup a stripped lower at a good price (less than $100). After that everything is just parts. Keep in mind the restrictions you have in CA such as the bullet button ($8), min barrel length and mag cap and "evil features". Honestly you can pickup a kit from PSA for $400 that will perform as well or better than the M&P in my opinion. Also I would not trust any company that offers the forward assist as an upgrade in place of a part of the firearm as it was designed.

Anderson, Spikes, PSA are all well priced lowers that you can't really go wrong with.

Aero Precision lower, enhanced upper and their hand-guard that bolts directly to the upper!

The lower shown is not theirs, but an 80% I did. If I was going to purchase a complete lower, this is the one I would get.

I actually choose Anderson lowers, not because of the price, but because it's my family's name, It says Kentucky and my whole family has horses.
I even have Colt and Noveske uppers on them.

My latest build is a 14.5" barreled Colt LE6920CK. I bought the BNIB complete upper for $250 from Armslist. I happened to have Armslist open when it popped up and I jumped on it. I hadn't plan to build another, but I couldn't pass it up.
So far I have bought an ALG EMR upper, a 1.5" BCM Mod1 comp ( to make it legal ), Magpul PRO BUIS and an Aero buffer kit.
I already had the lower and LPK.
So far I have stripped the barrel and chopped and ground the A2 front sight post/gas block. So now what I have left to do is install the barrel nut from the EMR, cold blue and reinstall the chopped gas block and gas tube (which I'll do tomorrow at work),assemble the lower and drop it off to have the comp pinned and welded.

Really any mil spec lower will do just fine. We all have brands we prefer but at the end of the day I could not tell you I have seen any of them fail. Don't get a polymer lower as they have been known to have issues. I have built many on Anderson's and the only issue has been having to chase the pistol grip threads. For the additional $25 you can get a spikes but those seem to need oversized pins. Get what you like that is in your price range and we can get you where you want to be from there. Most importantly do some research and plan your build and stick to it. Just don't let yourself get screwed into dropping a K on an inferior product.

I keep contemplating ordering a kit. Got to quit procrastinating. o_O
PSA has quite a few kits available I have been looking at.
Not going for anything fancy just something to build and learn
the complete assembly disassembly of them.

Any of you guys have defensive 5.56 ammo you prefer?

LEOs, do you guys carry fmj or some form of defensive ammo be it hollow points or polymer tipped(vmax)?

According to the ATF any rifle with a barrel less than 16" is super duper dangerous and is hence classified as a short barreled rifle, which requires a tax stamp ($200) and multiple month wait just for a background check.

One per registered item, one time tax.
You can surrender (or otherwise legally dispose of) a NFA item and turn in the tax stamp for $200 back.

However with the AR platform you can register one AR lower as an SBR and have multiple short uppers to run on that lower.

If you want to sell the registered "Firearm part" then the buying party has to fill out a form (I think it's ATF form 4) with their info and a $200 check and then wait for the stuff to pass.

I personally only plan on doing one more AR lower (I already have one done) because I want to have a 556 SBR, 300 BLK SBR and then for hunting I want a SBR 6.8SPC with a suppressor.

I keep the original in my safe but have a copy rolled up and kept in my pistol grip storage compartment just in case...
