So I gave my wife a call and this is what she said:
"I don't want to give bad information bc I am not familiar with the Mesa site. Generally, a trail head or parking lot doesn't need a pass bc you aren't paying for parking, you are paying for recreation amenities like trash and bathrooms, etc. I don't know if that is considered an overflow for a paid rec site though so better to call."

The front desk guys are John or joe and both have been there for a long time so should be able to help answer the questions. If needed I can have my wife email or text that drop point picture you posted to try to help verify as well.

I'm 43, so I almost count.

I worked with the Cave Creek district rangers not long ago, and they didn't check passes on anyone that wasn't in a recreation area (bathrooms, dumpsters, paved parking present). The money goes to fund the upkeep of those facilities by the rangers themselves. At times, some of those areas are marked as "no services available" like at Rattlesnake Cove at Bartlett Lake. The parking area may be open, but the bathrooms will be locked and the trash dumpsters are taken away. They won't require you to have a pass if you park there.

Now, local LEO (usually Sheriff's Dept) can be stricter about that and if they feel like you're being a dick, they'll cite you anywhere in or near the rec areas if you don't have one.

Pro tip: Be super friendly when LEO shows up, and not be breaking any laws, and they'll likely leave you alone in a non-services area.

Ive got my Tonto Pass, will work on getting my Bulldog permit this week.
Im also trying to see if a buddy of mine with a jeep that broke his axle on New Years wants to go, but it appears he is ignoring me right now

 

Can I still meet at bulldog I have my permit I just saw there's no room too copy and paste anymore
