Atv tire size

    I recently bought my first atv. It is a 1985 Kawasaki Bayou 185. It is missing a front tire, and while looking at the tire it has I found something interesting. The front tire size is 21x9x8, the interesting thing is it's mounted on a 9" diameter wheel.
    I always thought the last number in tire size was supposed to be the wheel diameter. Is it common practice to mount 21x9x8 tire on a 9" diameter wheel? The tire is not losing any air and doesn't look strange. Any insight would be appreciated.
