    Particulates.

    There's so much silt in the water that they can't filter it enough, and what's making it into the pipes isn't as clean as they'd prefer. While no bacteria has been found, they're erring to the side of caution and have issued a boil water notice. Those less...ethical...than the rest of us have been taking undue advantage.
