You could drill into the steel I guess

 

Yeah I want to drill everything before it gets coated. The bracket flips up to reveal the hitch receiver. It would get in the way there....

Was thinking in using bolts instead of rivets so it would be removable there.

But I would prefer a permanent solution.

 

You might have to Fab up a small bracket and then attach that to the bumper. Or maybe search online for a flush mounted camera

 

Can't put it underneath or it will be gone on the first trip of pavement.....

That's elegant and useful. It also has a decent degree of adjustability even after your bumper is on.
