I’m getting ready to wire up the new aux fuse box and noticed that it has a negative terminal for the accessory items.

Are these mandatory? Or can I skip that, and have my led light grounded to the frame/steel.

Just go to any solid ground. As long as the electricity "flows" through the relays it'll trigger them. Doesn't matter where it goes after that as far as the relay/fuse box is concerned.
