    Like others have mentioned, it depends on who manages the HOA. Where I live we have HOA but they aren't too strict in regards to parking or working on your vehicle in your driveway or garage. Where my parents used to live the HOA was a major PITA! They received many letters threatening them with a fine for stupid stuff like the paper being on the driveway past a certain time, the trash container not being pulled in/put away the same day, working on a vehicle in your own garage, having weeds(one particular letter mentioned specifically 2 weeds by the front door. Both were about 2 inches tall), and few other things that were stupid.
    A few other things take into consideration with HOA is that if you want to add plants/trees, change landscape, or paint your house they have to approve the landscape design and approve the color scheme before you do anything.
