    Going to cost you around 300 parts and labor to rebuild (ballpark) might suggest a revalve if you wheel. I'd say the price is a bit high for the abuse they show. I'd offer 400$ cash if I were you.

    I think I would hit him at 350-400 there rough but make sure there are no nick's in the shaft and that its not bent

    Honestly 500 seems a little high. Those things look sad. Who knows if the shafts are pitted, internal parts need replacing. In that condition I probably wouldn't pay more than 350. I'd guess you will have 400 in them to get them back to new. I'd just save some dough and go new on those. Just my opinion though.
