    First rough sand to score the metal surface, then acetone to clean any oils are contaminants that would screw up the coating, then a self-etching primer (get at auto-parts store), two or more coats of primer, then several coats of truck bed liner spray, I did the blood red lettering with teen girls nail polish (several carefully applied coats)
