2002 Tacoma 2.7L Auto Trans 4x4. I am in the process of locating any parasitic loads I may have & I have a couple of questions. My amp meter is showing 61m.amps between the neg post on battery & the neg clamp with the key in off position which I think is acceptable but my OBD2 meter still shows that it has power, is this normal. I thought the key had to be on for the OBD2 meter to be on. Also, with the key on the seat belt light is on even though i am not sitting in the seat, if I connect the belt it goes off. I thought the seat belt light was setup to detect weight on the seat. I also have a broken (burnt in half) steel cable that runs on the accelerator setup on the TBI to the auto trans, truck runs & shifts fine, what does it do. I will add thought the truck was abandoned for over 6 yrs & I recently brought it back to life.

ODBII should show power but not comm with key out, so that's correct.
61mA is basically nothing but the way you describe taking the reading seems a little fishy
Seat belt, at least on mine, just runs to the clip with 2 wires so no pressure sense

Thanks !! I hooked the battery back in & disconnected the OBD2 scanner. At 1:30 pm I checked battery with no scanner & no key at 12.57 vdc. I will wait until tomorrow same time & recheck battery voltage.
