Bad hesitation 2.7l

    97 Tacoma, 94 SR5
    If I give the throttle any more than 50% the engine will bog way down and have a very poor stumble.
    I changed the air filter, plugs, wires, fuel filter, TPS, cleaned mass and none of which seemed to help any.
    There are no vacuum leaks.
    I have vacuum to the FPR and when I pinch off the return line from the FPR the engine runs great with no hesitation.
