HI guys, noob question. So I just bought the oem toyota bed net part #347-35051 (short bed)

It came with two tie down brackets included as hardware. Im not sure where to mount them? From the instructions, it doesn't look like same location of the bolts. Does it want me to drill a hole? If anyone can help me, thanks.
