Bed Rails and Tonneau Cover - 2007 Taco

A few years ago I bought a rollbak tonneau cover for my 2007 Tacoma. I didn't realize they were going to remove the bed rails to install, and I've really missed those when needing to secure a load....and that tonneau cover was kind of cheap and is in poor shape.

I'd like to get new bed rails installed and a new, better, tonneau cover. Is this possible, and if so, who would be able to do something like that? And recommendations on the tonneau?

 

I have an A.R.E. on mine with bed rails. Hard shell tonneau.

 

I basically have the same question. I just bought a Roll'n'Lock tonneau cover and wondering if it was possible to install another set of shorter bed rails at a lower height (probably about an inch lower than the OEM set)?
