    I suppose your unaware the fed constantly threatens to withhold taxpayer dollars earmarked to the states if they don't knuckle under to their dictates. Example no federal funds for highway projects if you don't pass and inforce seatbelt laws. Or how about funds to improve recreational lands if they don't enact stricter enveronmental laws. I'm Done!
