    I’m not sure how it applies here. I get it’s applicatuon with property but the bfe thing isn’t a normal property situation.

    According to the info you posted "the general public still has access to his property."

    If the general public has been using the property long enough, especially if it was prior to his purchase, then they may be said to have a prescriptive easement. There are lots of facts that can change that, but they aren't included in what you posted.

    Think of it as RS2477 against a private landowner.

    Again, depending on the facts and Utah law, it might be possible to assert the prescription against the county - although as a general rule you can't as regards the government.

    I don’t think anyone is going to battle Robert for the easement in hopes the entire area of bfe will still be accessible. It’s taken donations for a long time to keep the place going and been a great relationship. I am not sure folks would risk the entire area for an attempt to force a hand. I think the larger issue is the gov offering up strike ravine land in order to accommodate a single private party vs the general public.
