Bilstein 5100 install - upper bushing?

    100% Can confirm that the inner bushing missing is the source of your issue. We've had a few top hats ship without them over the years. Fortunately, yours is present, but not installed. That part sucks, but is fixable. Without that bushing, your lower washer is making metal-metal contact with the top hat which is not OK.

    You'll unfortunately need to pull that assembly.
