Actually it dont ride rough at all and the coils aint compressed at all if so you cant notice it, and im not talking bout stacking lifts i was talking bout getting the new shocks and push them out as far as they will go with what i already have on there... and figured but 3wasnt sure as to if it would make my lift bigger than it is or keep it about the same eventually i am gonna get a right good 6 inch suspension lift but for right now im good for what i do

If you are planing on keeping the coil spacers after you get the new shocks, then yes, you are talking about stacking lifts. The rough country coil spacers preload the springs, and so do the bilstein 5100's. The billy's are only designed to accommodate up to 2.5" of lift. If you stack those two lifts, you will over-extend the shocks and have basically no down travel.

If you want a 6 inch lift but don't want to pony up the cash, you could do a 3 inch suspension lift with a 3 inch body lift. It will look horrible and be dangerous, but it's cheap.

If I'm not understanding you correctly and what you are actually wanting to do it take the spacers OFF, and go with 5100's instead (effectively going from 3 to 2.5" of lift), then kudos to you, that is a good idea.

A lift, some wheels, some tires, some performance, some cosmetic and then audio.
Like stated, you can't stack lifts...you can add the 5100's but you have to set them at 0". You can do 3" suspension and 3" body lift or a drop bracket kit like RCD, Fab Tech or ProComp. Taller is not always better. Taller will cost more meaning the cost of larger tires, gas, maybe regearing. So if you are up to that...then do it. But do it right.
