Blower motor runs slow

    2006 tacoma double cab 4x4
    I have a 2006 double cab 4x4 and the blower motor works and increases with every setting but on high its about what I would call medium. Its been like that from day 1. I have a buddy that has a 2010 and the high setting is not even comparable. Any ideas.
