blown halos.Can they be fixed?

    3in revtec lisf westin step bars and westin bull bar and some other odds and ends
    I have the angel eye headlights and one side of the circle part is blown can it be fixed or is it not really blown or what i unplugged the other side to even it up but it had good connection has anyone else had this problem
