Bottom where rockers are

on the bottom of my 09' there is textured area painted over. it is right on the bottom of the cab where rockers are normaly placed. any bodyy know what this is?
I think it might be like rhinoliner?

 

I have always referred to it as orange peel paint.

 

that is exatly what it looks like to think of it. but i have a scratch on it will touthc up paint do the trick? (2nd time some old SunCity lady pushed a shoping cart into the truck and i havnt even had it for a month

 

It is a rock chip treatment, similar to Line-X or Rhino Liner that goes on under the paint.

if i talk my dad into getting an older 1st gen taco i want to rhino line the whole truck
