Bought new headlight bulbs...still can't see at night. No difference than old.

    So I got new bulbs that were supposed to be better and brighter than my stock ones in the truck. I got Phillips, 9003 NGPS2, after doing quite a bit of research. They 'sounded' good.
    "Improved performance for your driving safety."
    Well...not so much.
    I did a test this evening driving home in the dark...I left my lights on HIGH to see how many people would flick their lights at me...9 cars went by the other way and NOT ONE of them told me mine were too bright.
    These are brand new bulbs. The headlights are not 'fuzzy', they're clear.
    The low beams, are ok, but...
    Any minute now I have to drive 27 miles home every evening in the dark.
    I'd like to be able to actually see...
    Any ideas??
    It's a 2015 Tacoma, 4x4, 4 door, short bed...
    The new bulbs actually passed inspection so I guess 'they' think they're ok. But 'they' are not
    having to drive it at night.
