Some stuff. Not a lot, just some.
PA has a state safety inspection. The emissions inspection is a joke and only required in certain areas (it's based on per capita).

Inspected under the Safety inspection are:

    • Brakes
    • Tires
    • Windsheild wipers
    • All exterior lights and signals
    • Body (no rust holes)
    • Chasis (no rust holes)
    • Exhaust and emissions must be intact

    Here's the entire program

hmmm. Doesn't seem as drastic or urgent as the rear thankfully.

I'm actually stationed in Germany, and while I'm not sure if we're going by German regulations here, all vehicles need to go through this inspection in order to be registered/sold.

Should have some facility their where you can do your own maintenance, being a military base (thank you for your service). Every (nearly) base I was stationed at had an MWR related facility where we could work on our cars. And if you weren't completely knowledgeable, there was always someone around who could advise. Brakes aren't all that complicated (well, the rears can be). Front disc pads can be replaced with nothing more than removing the front tires.
The rears are drum style and while more complicated, use ancient technology. Best advice, tear only one side apart so you can refer to the assembled side while putting it together...

That is correct. We do have an open space with self help bays and I'm not sure what equipment is available. I think I'm going to give it a look when I replace my brake fluid and bleed the brakes if I am feeling brave one day lol
