Inconsistent pedal, is going to be the air in the ABS module. As the procedure for bleeding it is mentioned above.

What kind of aftermarket mods do you have in your engine bay, if any? Things attached to the vacuum hoses, or re-routings?

So the only way to bleed the ABS module is through software at Toyota or a shop?

AFAIK, yes. This is commonly referred to as a 'Bench Bleed'. From my understanding, they remove the entire module from the vehicle and hook it up to a machine that pumps brake fluid through the system which actuates the ABS valving at the same time forcing the air bubbles out of the reservoir. I may be mistaken though.

There are scan tools available that you can purchase for the job of activating the module.

You can find the pin-out and electrically activate it yourself, to pulse it.

You can find an empty road to perform hazard stops and make it activate. A three or four of those.

    Then re-bleed.

What does air in the ABS system feel like? Would it cause the brakes to randomly apply or drag? I also heard a issue where the pump will randomly turn on when the vehicle is off and drain the battery. I only mention this cause the both times I had brake issues were after I had a dead battery. The first incident the truck wouldn't start and the peddle was wonky before the brakes just locked up then after replacing the booster which lasted for about 5 years the same thing happened again after a dead battery and needing a jump. Never had any ABS or brake warning lights.
