Training and apprenticeship with someone that knows what they're doing would be the best way.

A couple of junkyard hoods for practice would be another. It doesn't take much to screw it up, and it may not even be noticeable at first, but then the light will hit it just right.

It's a brand new truck that cost roughly 30k. If the dealer won't help you, spend a few bucks to have a good shop check it out and fix it. You don't have to get them to do the whole truck.

I don't think there are any spot welds in that location. The hood reinforcement is done by bonding ( no spot welds ) I think.

It does look very round however... Strange indeed.

Just giving the OP advice on what can be done. I don't need to have someone tell me how to do what I do everyday. I understand what it takes and hopefully the OP can get the help he needs from someone local to him to take care of his paint issue.

The Reason I asked if it was on another truck was to see if it was a manufacturing problem/defect. Jigs and fixtures must come into contact with the hood during cleaning/prep and painting. Could be that be an attachment / jig finger rest point contaminated/got the steel wet just before painting?? If so, you might be able to seen on other white painted trucks in the same spot (or other spots on the hood). I'd visit a couple dealers and browse their white taco inventory.

All of the sheetmetal gets dipped in a series of washes before paint. That theory is unlikely IMHO.

I had the same type of thing come through my paint on my 2011 when I got it new. It was streaked on the hood and roof all the way across with the same kind of brown. I didn't notice it until a month later so I think it didn't come out until then, something like that I would have noticed from the start because like most here, I'm fussy about my truck. After a bunch of bitching to the dealer they offered to paint it but I didn't want that, not on a new truck, not the hood and roof.
I finally got to talk to a rep and he told me it was from the protective tape they put on it for shipment that held the moisture on it and told me it will go away with sunlight. They sent it do the body shop and put some pretty serious UV lamps on it for a day and they went away. The rep told me I if I parked it in the sunlight everyday it would have come out on it's own. I keep it in a garage most of the time since it isn't my every day ride. The body shop manager actually told me there was a TSB on it but I never did get it, I tried but they were kind of hush hush about it.
I filed a formal complaint just in case there is a problem with my paint down the road. Probably won't do much good anyway but we'll just have to see.
    Best of luck!

I always assumed everybody did paint dips like Ford used to do/still does.
