When buying a taco, would you recommend purchasing a taco with modifications like lifts, better wheels/tires etc, or buying one bone stock and doing it yourself?

DIY dude. Build it to fit your wants/needs unless the one you find fits them perfectly.

depends if you like the mods or not. If they are just different wheels and tires seems fine. but if it has a lift make sure it wasn't abused. pop the hood and see how dirty the engine bay is. could have some offroad miles or be a mall crawler.

Depends on what you like doing. I didn't get a Pro cause I wanted to add my own parts. But if you just want something right out of the box, then no problem buying a modded truck. I'd just make sure the mods have been added by a reputable source etc.

Do it yourself man. Don’t purchase “modified Tacoma’s” from the dealers. They’ll charge you 15k for a bug reflector, pro comp spacers and Wheels”

Nah, DIY is more fun, and usually cheaper. Definitely don't go with dealership mods, holy hell they're overpriced!
