CA: Smog guy said Evap, O2, & Cat monitors are not ready

Rebuilt my 3RZ motor my motor and have currently 800 miles on it and the ecu is still not ready to be smoged. Smog guy said to run it, put 200 miles on it and came back to find that all 3 monitors are still active.

Car runs good, +/- 15mpg the last few tanks, back fires.

gas cap has some cracks but still fizzes when i open it. ill be replacing this first.

evap has a mystery hose that i need help identifying.
