So I got the dreaded p0420 and the p0430 codes on my truck last week. I was thinking no problem I got this...low And behold living in Cali I don't lol...I have a stock 2006 x runner...I cleaned the MAF sensor and still nothing...I'm just so confused on the 02 sensors...the guy at autozone said I need the 2 upstream sensors but that's $350 I just don't want to spend $350 And find out it was my CC all along ...so then I called Toyota dealership and come to find out I have to CC on my truck and I'm looking at $2000 and I can't find no aftermarket CC for my truck...just so annoyed...any help would be greatly appreciated...

OEM cats only in california.... any aftermarket ones you find are going to say 49 state only and you will fail smog if you go with them.

Having lived in California most of my life, it's very dependent on the guy doing the inspection.
Every cat I have ever replaced, I have used "49" state legal. If the cat does it's job, then it'll pass, so long as the smog inspector doesn't look under at the cat, and read the serial number.
Most of them could care-less. Go to the shittier-areas to get it inspected. They'll be the ones much-less likely to check. Just put the sniffer in, pop the computer on, and test.

Now, that being said.. Which cat(s) are/is bad?
    The front(s)? The back(s)?

    Fronts:

Rears: (Seem to be 50 state legal)

    02:
Do some leg work, and figure out your part numbers, and just order them from Amazon. WAY cheaper.

Those are all direct bolt-ons. You should be able to do it yourself, and save a bunch of money.
Hell, you could replace all 4 yourself for the same cost they're doing two.

Now, how do you know 100% that it's your cat(s)?

Agreed, I have never had a smog tech actually check the cat is CARB approved. Including the one time I had to take a car to a CA State Referee station. Though there is a risk with using a non approved cat, you could fail a test if the tech actually does check. If you go that route, find a high volume low cost test station, they make their money by running cars through as quickly as possible and will do the minimum visual inspection needed to complete the test. And make sure the cat does not look brand new, which might attract additional attention.

Replace the sensors and then if so replace the cats?? I hope not ;(

Have any friends or family in a neighboring state, you Gould have shipped to, then go make a day trip out of or have them re-ship to you?

Buy a scan tool, and check the 02's yourself.
Read up on how to check them for proper operation.
If you don't want to needlessly spend money, you're going to have to do your homework, and figure it out yourself.

Last time I ordered a new 49 state cat(which was about 4 years ago) I ordered through Summit Racing, and they shipped it to my door in California.

At the time, yes. Those links I posted earlier that had the OEM replacements from summitracing.com should do you right.

If you don't want to spend a lot of money go to the junk yard. In San Diego, there are a lot of junk yard that you could go to; just search, remove and pay. it is way cheaper than brand new. The only bad thing about is that you take the risk of getting a bad one..

They can't sell you a junk yard catalytic converter here in CA. They want you to buy a new one.

    Yes
Unfortunately this advice is not real solid anymore, as of Jan 2014 CA does not smog sniff anymore the whole process is actual ODB2 readings and complete visual inspection. I just failed on Monday due to a non CARB K&N intake ...that was CARB compliant before Jan 2014. I asked the guy to give me a full run down of all the new rules and the simple answer is - full visual inspection of everything and if it doesn't have the CARB sticker or plate etc = fail.

Long shot but how many miles do you have on your truck? Might still be under factory warranty for the cat converter.

To make matter worst, there are crooks in CA going around cutting off cat converters with hack saws or rotary blades and sell to CC recycling centers for a few hundred bucks a piece. I have a couple friends and family members went to start their cars in the morning only to be surprised by the loud exhaust noise.
