Brakes shudder like crazy, rotors were cut, then replaced, and it's back again,.... Really bad.
My Taco is fine, and don't see any complaints on this board from others............

You have hard spots on your rotors. Replace them with high quality and do a proper break in.

Thanks,....Yes, I expect they have hard spots again. I realize cutting them is a waste of time, but we tried that once anyhow. Then, I did replace them with OEM Toyota rotors, (or that's what the shop said....?), but there was no mention of break-in procedure. That may be the problem then. Odd I have never had to worry about that in the past, but there's always something new! I'll have to find out about that, as I can't believe my Wife is putting up with this, I wouldn't!

    What year? Mileage?

I've read that many Higlanders have had suspension issues (general design flaw). I've also read that suspensions going bad in the front can cause problems with rotors.

Also, the obvious, who is the primary driver and do they drive it like they stole it?

I had not heard about suspension/rotors, I guess I need to get on a Highlander forum. Wife does not drive it hard, but she IS always correcting as she drives, which makes ME crazy as a passenger.
Mileage is up there, about 120K now. The shop I use is an independent shop, but they focus on Toyota primarily. I'll ask them about the suspension, and I'll also ask if they used Toyota rotors........ Looked at the last invoice. 10 months ago, and cost each was $80 ea. That seems cheap for OEM parts, I'm always shocked at the counter there!

My son had the same issue on his 4 Runner and he had also had the brakes replaced less than a year ago by an independent shop.

We fixed the issue by using a quality rotor ( OEM ) and Ceramic Brake Pads. Then bed them in properly. No more issues.

    How to bed brakes:

As luck would have it I am needing to do a brake job on my wife's 2011 Highlander she has been saying her brakes "feel funny" I dove it the other day and feel a very faint shudder so I was going to replace all pads and have the rotors turned. Thank you for the information.
