It can't be dripping on the tire -- the wet spot is below the tire's centerline. And it can't drip up, so there's something else at play.

Is it possibly coming out of the tire? Have you had a puncture repaired? Was something like Slime pumped into the tire to stop the leak? Maybe that's what it is, oozing out of the punctured tire.
