You would need a car hauler trailer, a weight distribution hitch, and a brake controller if you can't use Uhaul.

The weight of the car hauler trailer plus the weight of the Jeep would need to be 6400lbs or less.

Would not recommend this setup for anyone who does not have long-distance highway towing experience.

Under your tow weight and into a ditch the first time you hit the brakes.

There is 0 tongue weight and no braking with a tow bar unless you buy an actuator for the towed vehicle. Every time you hit the brakes you're basically getting rear ended. The back tires get shoved up and all you have is traction on the fronts. I flat towed, a lot, back in my sammi days. The samurai was likely less than 2k pounds, maybe as high as 2500 fully loaded. Even with a substantially heavier tow vehicle it sucked at times, like the time I was in a canyon and had to slow quickly. Nothing like a 3/4 ton truck being slammed 45 degrees across 2 lanes of death to get your attention. When I traded my truck in on an 04 gc and tried the same across town it SUCKED. big time. Short distance and 1/2 the speed. I wouldn't even try it a towed that weighs almost as much as the tow vehicle.

Flat towing as your first experience with that setup... wow would that not be fun.

*edit* a lot of this is arbitrary anyway. Uhaul won't rent you a trailer with the tacoma towing a gc. You need a substantial weight safety margin before they will rent to you. The GC is close to 5k wet, uhaul trailer close to 20 billion pounds (at least it feels that way back there ) the taco has a 3500 (6500) max rating (properly equipped) and curbs at 4k. Not going to happen. My guess you would need a 1 ton before they let you off the lot.

I towed this from CA to Moab and back at 70 to 80 mph with no problems!
