    You are correct. Those particular wheels are chromed aluminum.

    You can paint damn near anything with the right paint.

    I just painted mine last weekend and prep work is the key to success.

    To start, I would clean the wheels and tires really well. Then I used steal wool to scuff up the rim, then I took a lent free blue paper shop towel and rubbing alcohol to remove last remnants of dirt and stuff (I soaked the towel). Then I used rustoleum self etching primer (2 coats) and then Krylon Flat black paint (2 wet coats and 1 light coat). They turned out awesome IMHO, you can see them in my build thread. I did the same to my hub caps too and it all looks good to me.

    I let everything sit over night and then put it back on the truck. I would not try doing this on the truck and it will take you the better part of a day if you stay at it. I let everything dry in between coats 15-20 min.

    I have those Gulf Coast Rims on my 08 Tacoma and I hate them! My next project is to paint them black after I finish my grill and lower front bumper...

    Holy thread revival!

    Check with TW member BlackWaterTaco. He rattlecanned his Gulf States rims and said they chip real easily. Looks good though.
