Can't get my truck into program mode

Hi guys

I'm new here to the 1st gen page, I have posted on my local page though, Nor Cal.

Anyway, a little back ground.
04 Xtra cab, came without remote for keyless entry.
I confirmed the presence of the RS3200 in the drivers kick panel.
I got a remote, new from ebay.

Now when I try to get the truck into program mode with the key in and out, door open close thing, nothing happens.

if anybody has any insight that would be great,
