Can't get new FOB to communicate with computer

I just took my 2012 Tacoma to a Toyota dealership to get a new FOB and a new key made. the key went fine but the dealer said the FOB would not communicate with the computer. The truck has 1300 miles on it and everything is new. Is there an explanation as to why this is haooening?

I did not get a fob with my truck. I bought it used and the fob was lost.
