    Try some 40 grit and acetone. If available, use an orbital type sander, or better still, a belt sander. If this doesn't work, have it sandblasted. "Black beauty" or "wicked sister" blasting abrasives should do it for sure. None of these methods should affect your paint, so you are good dude.
