Can't put in fog lights???

I was at 4 wheel parts the other day looking to put in PIAA 540's in the fog lights spots on the front bumper. My taco didn't come with any fog lights and just holds the plastic tubes. The guy at 4 wheel and i came out to the truck to check on the fit and to check on a place to mount the fogs. Then he told me that their was no place to mount them, and it would need to get it fabricated to hold the fogs. Does this sound right? I don't really want to fabricate anything at the moment. Will buying a different front bumper allow me to fit fogs, or will i have the same problem? Or would it just be easier to but a light bar and put a couple lights on it? Thanks guys
